Powers/Abilities: Thanks to the powers granted by his devil fruit, Rosinante has a limited ability to manipulate sound. He can create a spherical barrier that blocks the passage of sound from either side - so any sounds made within the sphere cannot leave it, but also, any sound made outside the sphere cannot be heard by those within. Canon does not specify a size limit to this sphere but he is never shown using a barrier more than roughly 20 feet in diameter and usually much smaller.
Alternatively, he can touch a person and render them incapable of producing sound, as well as negating the sounds of things directly influenced by that person. If he silences himself, not only can he not make any verbal sound, but the rustle of his clothing and the sound of his footsteps vanishes, he can fire a completely silenced gun, he can throw a grenade and the explosion makes no sound, nor does the shrapnel and debris when it falls. Both this and the previous power seem to have no time limit, except that he can cancel them at will, and they auto-cancel if he falls unconscious.
Outside of those supernatural powers, Rosinante is nine foot seven inches tall, apparently built like a truck, and packs a hell of a punch. Military training means he's comfortable with most basic weapons and favors firearms and explosives. He's also a trained intelligence officer, skilled at lying and manipulation, a competent strategist, and shows strong sailing and navigation skills.
Regret: That he didn't look deeper into Vergo's mission and discover in advance that he was an undercover agent in the Marines. Had he known that sooner and gotten the info to Sengoku much earlier, there's a chance his and Law's escape might have succeeded.
Inventory: Bloodstained and bullet hole-ridden clothing, half a pack of cigarettes and a lighter, a single hand grenade, a bag containing ammunition and loading supplies for a flintlock pistol (which he does not have on him); a compass, a transponder snail*, a pair of sunglasses, and a basic makeup kit.
*If this is too animal companion-y it can be left out, but mostly it's more an object that happens to need to be fed periodically. Let me know!

Rosinante feels strongly for other people's plight. He's driven to help the less-fortunate, to find ways to ease their suffering and improve their lives. Most of what he does is for the sake of others, and not for himself. His relationship with Law is the prime example of this, of course - for he was so affected by Law's illness and the pain the boy had been through that he chose to set aside his own mission in the Marines in order to save Law's life and give him the freedom that had been robbed from him. Empathy can be a double-edged sword, however - it's an admirable trait, but it's what ends up costing Rosinante his career, and eventually his life. - Morality
All that empathy would be problematic if it didn't have a strong moral backing. Rosinante doesn't just want to help anyone and everyone - his efforts are directed toward helping the common people and the innocent. He has zero affection for those who are destructive, who seek power at the expense of others, who build their wealth on slavery and subjugation. Doflamingo and his followers are among those judged harshly for their crimes, but one of Rosinante's central dilemmas in One Piece is the conflict between his moral and personal condemnation of Doflamingo's cruelty and the lingering empathy he feels for his brother. - Intelligence
It would be hard to be an effective spy if one wasn't pretty quick on the uptake. Rosinante is a keen observer of the people and things around him, is quick to improvise in a dangerous situation, and is highly competent at assessing how to act around someone in order to fit in and earn their trust. He's not especially academic, but he's well-trained, able to learn new information quickly and retain it well. Much of this is not made incredibly explicit in the series, but is implied in how he successfully maintained his cover for years alongside his own brother, how he quickly covered for Law's actions to protect him, and how in the face of constantly-changing dangers to himself and Law he was never left at a loss for what the next step to take should be.
Negative traits:

In terms of his career, this could absolutely be seen as a positive thing - Rosinante's ability to read and understand people allows him to set up situations so he can benefit from their weaknesses, and typically he only applies these skills on criminals in order to bring them to justice. However, these underhanded tactics eventually are used against Sengoku and the Marines when he and Law are threatened. If he needs to, he will lie, cheat, and act in whatever role necessary in order to achieve his goals, and he does so skillfully. In more mundane situations he will certainly try to read people and conduct his actions in a way that will appeal to them, while concealing his actual thoughts and feelings. - Mistrust
Due to his deeply traumatic past, Rosinante holds nearly everyone at arms' length. He will always hold in the back of his mind the fear that someone might find out where he and his family are from, because that one fact is what made his childhood a living hell, and he's extremely aware that it could happen again. Understanding what it is to be hated simply for where one is born is a big part of what gives him so much empathy for other people, but he can never truly tell them why he understands the pain they're going through. He prefers to keep people from getting to really know him, and instead lets them get to know versions of himself that aren't quite the full truth. - Pragmatism
Sounds good, right? But Rosinante is pragmatic in a low-key "the ends justify the means" sense. To ultimately help the most people, some people have to suffer, and although it hurts him to do things like beat the children that flock to his brother in order to try and scare them off, he does it anyway, justifying it by believing they'll be better off elsewhere. While undercover he undoubtedly participated in actions that on their own he would feel morally repulsive, but he did so in order to maintain his cover, believing that by bringing his brother to justice, he would be saving the lives and livelihoods of a great deal of innocent people. Rosinante is not a pacifist, and his actions and his role in the Marines clearly indicate that sometimes violence is a quicker solution to good than other options may be.
